The law

Yes — but not the way most people mean it. Section 27(1)(b) of the Constitution gives everyone the right to sufficient water; 27(2) requires the state to realise it progressively, within available resources.

The clause

Johannesburg's Water By-laws, C30: supply is not an undertaking of uninterrupted service — but if supply is interrupted for more than 24 hours, the Council must provide an alternative basic supply as soon as reasonably practicable.

  1. Log a reference number and record the time supply stopped.
  2. Past 24 hours, demand the alternative supply in writing, citing C30.
